European and International Legislation 

The European Union is an important source of legislation for the United Kingdom.  The wide range of resources available to trace European Union and international law are outlined below.

European Union legislation

About EC legislation

  • Treaties (EC Primary legislation)

    The EC Treaty is the main source of European Community law.  It was originally known as the EEC Treaty and was the treaty which established the original European Union.  It has subsequently been amended by further treaties including
    1986   The Single European Act
    1992   The Treaty on European Union (the Maastricht Treaty)
    1997   The Treaty of Amsterdam
     
  • EC Secondary legislation
    There are many types of secondary EC legislation which implement the powers given to the institutions of the European Communities by the EC treaties.  Directives, decisions and regulations are examples of EC secondary legislation.
    EC Directives/Decisions
    Directives and decisions are cited with the year first followed by the number e.g. 91/271/EEC.  Directives require a further UK Act or Statutory Instrument to be implemented, while decisions do not require further UK legislation.
    EC Regulations
    Regulations are cited with the number first followed by the year e.g. (EEC) 896/93

Databases

The library subscribes to a wide range of databases.  Those listed below are the best to use to find the full text of EU treaties, directives and other EU legislative material. You can select a database by clicking on the title.

Celex


Celex is the official legal database of the European Union and is available via the Justis service.  It provides access to the full text of the Official Journal 'L' series, the authoritative source of EU legislation.   To access Celex select the European search option from the initial menu.  Summaries of proposed legislation as well as European Parliament questions and the full text of the Official Journal C series are also available to search. 

To find a directive:
If you have the number of the directive you require then enter the details in the resulting search form e.g. 91/271 (Directive, 1991, 271).

If you do not have the number of the directive you require then carry out a free text search using appropriate keywords.

 

Westlaw UK

 


Westlaw UK provides comprehensive access to EU legislation. 
You can access the full text of EU legislation from 1952 by selecting EU at the top of the Welcome screen.
 
To find a directive enter the number of the directive in the Document Number box in the resulting search screen e.g. 91/271.  If you do not have the directive number but know the title, then use the Title box e.g. waste water.  You can also carry out a Free Text search though this can result in a large number of results as it searches the full text of the documents.

As well as retrieving the legislation you require Westlaw also provides additional information including links to cases which have considered the legislation and a list of the national implementation measures of each EU member state. 
 

LexisLibrary

Full text of EU legislation from 1952. Select the Legislation tab on the Welcome screen, then International legislation to browse or search for Directives, Regulations etc.
 

Bulletin of Northern Ireland Law

A comprehensive digest of Northern Ireland Law from 1996 with some links to full text material.  It includes digests of recent developments in EU law affecting Northern Ireland.

There are a range of print resources available in the campus libraries.  Selected titles are listed below, though they are not all available on every campus.  Click on the title to find out more about their location.  If the title you require is not listed below then use the library catalogue to check its availability.

Internet resources

  • Europa
    Europa is the official website of the European Union. The site includes access to Eurlex, which provides extremely comprehensive coverage of European Union law including the full text of EC/EU Treaties and an online Directory of Community legislation in force arranged in broad subject categories with links to the full text of EU legislation. The full text of the Official Journal is also available.
     
  • UU Guide to Internet Resources for Law
    Use the European law section of the UU Guide to Internet Resources for Law to access more websites.

Irish legislation

The internet provides comprehensive coverage of Irish legislation and is often the best place to start.  The websites below are a selection. 

  • Irish Statutes
    The Irish Statute Book website provides access to Acts of the Oireachtas from 1922, Irish Statutory Instruments from 1922 and the Chronological Table of the Statutes from 1922. 
     
  • Houses of the Oireachtas
    A comprehensive website with access to Bills and Acts from 1997.  Parliamentary debates from 1919, as well as recent committee debates are also available.
     
  • UU Guide to Internet  Resources for Law
    The UU internet guide includes a selection of excellent legal gateway sites which will cover a wide range of international legal materials including Irish material on the web.

International Treaties

Databases

The library subscribes to a wide range of databases.  Those listed below are the best to use to find the full text of international treaties. You can select a database by clicking on the title.

Westlaw UK


 


Westlaw provides access to a wide range of international treaties including US Treaties from 1778, US Treaties in Force and International Legal Materials. To find the international material you will need to click on the Services link at the top of the screen and select Westlaw International from the menu.


HeinOnline


Use the Treaties and Agreements library in HeinOnline to access a comprehensive collection of US Treaties. 
 

Print Resources

Textbooks are often a useful place to find the text of major international treaties. Selected titles are listed below, though they are not all available on every campus.  Click on the title to find out more about their location.  If you are looking for a book that is not listed then use the library catalogue to check its availability.
